President

Tony Arts

Tony Arts joined Terra in 2010 as a project manager and quickly advanced into senior leadership roles. In 2017, he was promoted to Executive Vice President, where he oversaw engineering, estimating, and project management. Since being named President in 2022, Tony has led the company’s overall operations and strategic direction, with responsibility for guiding organizational performance, supporting continued growth, and advancing Terra’s long-term vision.

He holds a bachelor’s degree in Civil Engineering from Michigan Technological University and a Master of Business Administration from the University of Wisconsin–Whitewater. Tony is also a licensed Professional Engineer in Civil Engineering in the state of Wisconsin.

Chief Financial Officer

Donna Kopp

As chief financial officer, Donna leads Terra’s accounting, finance, and administrative functions. Since joining the company in 1995 as a staff accountant, she has taken on progressively broader responsibilities and continues to play an important role in guiding Terra’s financial strategy and long-term success.

Donna earned a bachelor’s degree in finance and a master’s degree in accounting from the University of Wisconsin–Whitewater. She is also a Certified Public Accountant in the state of Wisconsin.

Scott Zimmerman

As a visionary for Terra’s continued success, Scott has been innovative in moving the company into niche markets as current markets become flooded with competition.  Since being named CEO in 2008, Scott has strategically driven the company in terms of growth and complexity.

Scott received his bachelor’s degree in Civil Engineering from the University of Wisconsin-Madison and holds a Wisconsin Professional Engineers license in Civil Engineering.

Chief Operating Officer

Gary Zimmerman

Gary’s long history with Terra begins as a teen working in the field and shop.  Today as COO, he is responsible for providing overall direction to those areas.  His area of emphasis includes managing the physical assets of the company and overseeing the daily operations of the field and shop.

Gary is a graduate of Northeast Louisiana University with a bachelor’s degree in Construction Management.

Vice President of Engineering

Ryan English

Ryan English is Vice President of Engineering at Terra, bringing more than a decade of experience with the company. Since joining Terra as a Project Coordinator in 2014, he has advanced through a series of project and engineering leadership roles, building a strong reputation for technical expertise, thoughtful leadership, and a commitment to delivering high-quality results.

A dedicated member of the American Society of Civil Engineers since his college years, Ryan remains actively engaged in the profession and focused on advancing industry standards and excellence.

He holds a bachelor’s degree in Civil Engineering and a master’s degree in Geotechnical Engineering from UW–Milwaukee, and is a licensed Professional Engineer in Wisconsin.

Ryan English

Vice President of Estimating

Chris Havey

Chris Havey serves as Vice President of Estimating, bringing more than a decade of industry experience and a strong track record of leadership to the role. He joined the company as a Civil Technician in 2015, he has steadily risen through the ranks—earning promotions to Estimator in 2016 and Estimating Manager in 2023, before advancing to Vice President of Estimating in 2026. Known for his deep industry knowledge and practical approach, Chris helps guide projects with a focus on accuracy, efficiency, and keeping work on time and on budget.

He holds an associate degree in Civil Engineering from Moraine Park Technical College.

Vice President of Operations

Seth Zimmerman

Seth Zimmerman brings extensive experience to the company his grandfather founded more than 50 years ago. Working summers and school breaks in the shop and in the field in his younger years, he joined the business full-time as a Project Manager after graduating from college in 2012. Over the years, his responsibilities expanded from project-level management to broader operational leadership. In 2023, he became Construction Operations Manager, and in 2026, he was promoted to Vice President of Operations. In this role, he oversees field, fleet, and shop operations, helping guide the company’s day-to-day performance and long-term success.

He holds a bachelor’s degree in Construction Management from UW–Stout and is also an AGC Leadership Graduate.
